That second command wasn't exactly right. Bu the first should work with the added settings.xml

Do you have access to https://repo.maven.apache.org/maven2 ? See if you download the plugin
from your command line:

wget https://repo1.maven.org/maven2/org/apache/portals/jetspeed-2/jetspeed-mvn-maven-plugin/2.3.0/jetspeed-mvn-maven-plugin-2.3.0.jar

Also look in your local repository, and maybe clear out the local cache under C:\Users\10408002\.m2\repository\org\apache\portals/jetspeed-2/jetspeed-mvn-maven-plugin/2.3.0/

I've just cleared out my local cache and it re-downloads the plugin during build
