Woonsan Ko reopened JS2-1091:

In Jetspeed-2.2, a portlet window displays the title by using the fragment name when the portlet
window is out-of-service. I think it should pick up the portlet display name. 
In Jetspeed-2.1.x, it displays nothing in the title bar. This should be fixed.
