You are probably correct.  I do not see anything on the either of these
locations.  How do I deploy with Fusion enabled.  

When I did my build for J1 I simply used maven war.  I had no
build.properties file, is this needed as in J2.

Do you see any output in your catalina.out or console?
The autodeployer logs information as it tries to deploy
If its not logging anything, then I imagine that you may have deployed 
with Fusion disabled, or that the J2 engine didn't initialize, check 
the log files
