Dumb question, do the two variables in question have the same name?  If so, this makes perfect
sense as the variables are managed within the same velocity context.  The top.vm is parsed
along with the layout and other navigation templates, and as such, they share they use the
same context.   This why each portlet, control and controller template have their own individual
scoped context's, to avoid stepping on each others' feet.
