I believe you can submit a PR on GitHub. I'm not sure who the committers are but I think we
have at least one committer who has responded recently on the dev mailing list.

Note that .NET 4.5.2 is still technically supported so we might want to target that in case
people are targeting it. I don't think there should be an objection to bumping the requirement
up to 4.5.2 since 4.5/4.5.1 have been unsupported for three years now, but some people might
still need 4.5.2 rather than 4.6.x.
