    When I try to `dotnet build` I receive the following error
    Project Lucene.Net.Core (.NETFramework,Version=v4.5.1) will be compiled because expected
outputs are missing
    Compiling Lucene.Net.Core for .NETFramework,Version=v4.5.1
    /Users/vijay/Documents/lucenenet/src/Lucene.Net.Core/project.json(164,15): error DOTNET1012:
The reference assemblies directory was not specified. You can set the location using the DOTNET_REFERENCE_ASSEMBLIES_PATH
environment variable.
    /Users/vijay/Documents/lucenenet/src/Lucene.Net.Core/project.json(166,41): error NU1001:
The dependency System.Configuration >= 4.0.0 could not be resolved.
    I installed .NET Core SDK for mac yesterday for use on another project, and have done
`dotnet new` multiple times. Not sure what this error means.
