I'm not seeing a way to create a dependency on the jdk.javadoc.doclet package using Maven. 
A search for the class jdk.javadoc.doclet.Taglet on Sonatype and Maven Central turn up nothing.

A google search turns up lots of examples on how to USE custom doclets but nothing useful
on how to CREATE them.  Any documentation I do find is from Java 8 or previous.  

Are Javadocs no longer relevant?
