The RestClient constructor should public so that it can be called by the subclassed builder.

> The Javadoc for the RestClient shows various examples and mentions that users can subclass
the RestClientBuilder to extend it. It shows how to do that for doing FORM-based auth and
connecting to a Jazz server.  However, currently RestClient and RestClientBuilder's constructors
are limited to package visibility. If you would change them to protected visibility they could
be subclassed again and the examples provided in the doc will work again.
