I tried moving this package and ran into a roadblock.  The server code uses the Remoteable
annotations for invoking PROXY method calls (@RestMethod(name="PROXY") methods that return
Remoteable interfaces that allow you to perform GETs and POSTs in remoteable methods).  So
this package has to stay in core.
