Out of curiosity, where did you find so many rules?

The http://incubator.apache.org/ are way too verbose in my opinion,
and often mix best practices with policy so I can understand that
those can give such an impression.

Does reading our project maturity model [1] leave you with the same
"too many rules" impression?
