I believe we evaluate the community, not the code. 

However, in this case I would like to look at the code to get a feel for whether I would be
interested in contributing to the project.

Ross,

do we evaluate source code at the incubation-entry level, or do we evaluate proposed development
goals and development community propositions? I'm curious about your thoughts.
