Where was that discussed? I do not see a public discussion of this on
the Bluesky mailing list.
Who is "we"?
And by the way, there is no need reach an agreement here. Posting
reports and everything else publicly is the _precondition_ to make
this an open source project.

Hold your meeting on the mailing list, or on a public IRC channel.
Everything else is not acceptable.
We do not have team leaders here at Apache. But we have clear rules
how projects operate.
There are plenty of resources (texts) and examples (projects) here at
the Incubator and on the other projects how that is supposed to work.
Decisions are made in a consent-driven manner, not by team leaders off-list.
Everyone has an equal say. No individual is entitled to make a final
decision unilaterally.
