i think that this may be covered by the board's existing policy. IIRC
all incoming code not covered either by a CLA or by AL2 grant need to
go through IP clearance in the incubator.

hopefully a board member will jump in here (or i'll have to find time
to go through all the records and try to dig out the resolution)...
