After being voted in by existing Incubator members, as for every Apache 
Project. Basically it's about people willing to do stuff.

Conceptually, yes. It's a "project" because it gives an easy legal 
framework (like in the rest of the Apache projects) and is made to 
outlive "original contributors".

I don't see the problem in the name, where I work everything that "does" 
something is a project.

This has been proposed, and I favor it.
