The first sentence seems a little strong to me.  I'm hoping that by 
clearly marking a binary as being incubated, and therefore not ASF-
endorsed, we're covering the important aspect here.  I'm just concerned
that 1) projects will be confused about whether they can create a build
that they call 1.0 or 2.0 and link it from their front page, and 2) that
we are unnecessarily restricting a project from using mirroring, which
has benefits during incubation, and which should be trained during this

The second sentence is unclear to me.  What implications do snapshot
releases not have, other than the ASF endorsement?  I just want to make
sure it is clear if there are other restrictions.
