It should be inside ant.jar

$ unzip -l build/lib/ant.jar | fgrep Cab

No, it is still part of the Ant distribution.

I'm not sure what you are asking for. You probably know better than us
what kind of operations of a cab file would be useful to have. :-)

It would be great if your could keep the existing task's API and modify, but if the new tool needs a different approach then don't
hesitate creating a completely new task.
