The code committers are still developers, so the two groups are
definitely not exclusive.

If you look at the Subversion logs, you will see that the comments are
developer comments.

While anybody who writes code is a developer, it's unusual to refer to
somebody who contributes code to project X without having privileges for
project X as a developer of project X.  I don't consider myself a member
of any development project just by virtue of having a patch accepted. 
Maybe Apache wants to help people inflate their resumes ;) .
