Thank you for your help Matt.
I got the most recent CVS snapshot to obtain the HEAD src (viewcvs is
down).  I then used cygwin to perform the diff as you described, but it
did not work.  The patch is showing a - for every single line, then +
for every line instead of just the changes.  Ideas?

Even if I can't get this figured out and create real patches, my first
email should be enough to make the changes if a committer wants to
create the patches for me.

Access to CVS?  If you can get the code from CVS HEAD,
all you need is a Unix (or Cygwin) diff program:

diff -u orig-file your-file >patch-file
