The manual page for the exec task says that:
<exec ... >
  <env key="PATH" path="${java.library.path}:${basedir}/bin"/>
</exec>

adds ${basedir}/bin to the PATH of the system command.

But java.library.path doesn't contain the PATH of the system command.  The way
to do this seems to be <property environment="foo"/>, after which you can use
${foo.PATH}.  That seems to deserve a mention on the exec page, as it is likely
that someone setting environment variables will want to read them as well.
