<copy> and <move> always fails if src dir in <fileset> does not exist.

Summary: <copy> and <move> always fails if src dir in <fileset>
                    does not exist.
           Product: Ant
           Version: 1.6Alpha (nightly)
          Platform: All
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: ajrieke@yahoo.com

<copy> and <move> "failonerror" attribute set to false does not work properly

when <fileset> "dir" attribute is set but the directory does not exist. It
*always* fails. This leads to a nasty workaround.
