I tested (macos x, tcsh) following configurations:

-> ant runs

mv $ANT_HOME/lib $ANT_HOME/old.lib
-> Exception in thread "main" java.lang.NoClassDefFoundError

setenv LOCALCLASSPATH $ANT_HOME/old.lib/ant.jar
-> ant runs

mkdir $ANT_HOME/lib
-> ant runs

What other tests should I perform?

Well, the braces are optional in most of the cases... but no, there is 
no reason here.
