When your license is as forgiving as Apache, you don't need to sue over
anything but copyright infringement, and that's pretty simple and
cheap.  On the other hand, the GPL is just begging to be violated. 
That's where the FSF comes in for the little guy as the big brother
guardian.  Bigger companies of course require more direct control over
such lawsuits.
