Ok, I am able to reproduce it now.  putxfile is actually Tcl code,
so... I bet that it is 'decoding' the string one too many times.

In putxfile, if I do a puts stderr $content, I get the right thing.

Let me look into it... I bet that what is happening is that it is
getting transformed twice.
