Done [~desruisseaux] . There are a few differences in the new syntax, but it's very close
to what we had before.

For table of contents we use \{{< toc >}} instead of [TOC].

Abbreviations also use a similar syntax, invoking a "Hugo shortcode" with \{{< abbr title="International
Organization for Standardization" text="ISO" >}}.

And for syntax highlight we need to wrap the text with \{{< highlight bash >}}bash code...\{{<
/ highlight >}}

The rest is the same. The site-management.md file can probably be deleted as that's outdated.
