Subject [sis] 03/03: Actually the <h4> numbering in Javadoc seems to be incompatible with the numbers expected by Java 11. Require Java 13 for building Apache SIS (but still produce code executable on Java 8) so we can write Javadoc comments compliant with most recent Java version.
