My understanding was that this service could replace the personal PGP key of the developer
performing the releases. I assumed that the PGP keys produced by the code signing service
would be more trusted. But this not a major issue for us; it was more an opportunistic target.
If this code signing service imposes costs to the foundation, there is no serious reasons
at this time for SIS to require them.
