We may do this work on {{DefaultParameterValueGroup}} first, since this class would benefit
a lot from {{XmlIdRef}} usage. Currently, all parameter descriptor are copied twice: once
after the parameter value, and once again (the exact same descriptor) under the {{<gml:group>}}
element.

See the {{core/sis-referencing/src/test/resources/org/apache/sis/parameter/ParameterValueGroup.xml}}
file in the source code.
