    Description: 
This projection method would need to be written from scratch. This projection is described
in §1.3.2.4 of IOGP Publication 373-7-2 – Geomatics Guidance Note number 7, part 2 –
April 2015.

Actually the formulas are given in §1.3.2.3 of above publication, but in the Apache SIS design
we need to implement the North Otientated case before to implement the change in axis directions.
The later changes are implemented by adjustment of the sign is some coefficients of (de)normalization
matrices.
