    Description: 
This is a trivial modification of SIS-214 (Krovak). But this task should actually be implemented
first, because its axis orientations match the normalized axis orientations used by the "kernel"
part of map projections in SIS. The usual Krovak projection would be handled next, by adjusting
the sign of some coefficients in the (de)normalization matrices like what we already do for
other "foo orientated" projections.

This projection is described in §1.3.2.2 of IOGP Publication 373-7-2 – Geomatics Guidance
Note number 7, part 2 – April 2015.
