The amount of text that is actually translated varies between locales.

Sometimes the title of the portlet is translated (try with Japanese and compare the Weather
portlet title and that of the Pick a number), most of the time it is not (Switch to German)

The same goes with the text in the portlets: compare for instance the portlets User Info Test
and User Registration for Italian and for German.

It is not much different when it comes to the page itself (I mean the toolbox and/or page
navigator, or the breadcrumb).
