Robert,
This is not a "bug" in Jetspeed.
If you installed Tomcat yourself, you should also set the CATALINA_HOME environment variable
yourself and be ready to go.
On the http://tomcat.apache.org/tomcat-5.5-doc/introduction.html page and follow pages you
can find all the needed information for setting up Tomcat properly.
BTW: if you starting out with Jetspeed, you are strongly advised to use the latest release,
2.1.3 instead of the very outdated pre-release 2.0-M1.
The 2.1.3-demo-installer already comes with an Tomcat 5.5 embedded and can be setup in just
a minute or so. see: http://portals.apache.org/jetspeed-2/download.html
