Subject Jetspeed Installer: What is it trying to download?

I am trying to run the installer, on a Windows box I get the following
error:

On a Linux server I ran strace on it is see that the installer is trying
to access a resources on the web, specifically at a Sourceforge address:

I'm behind a proxy-server which is why the IP address isn't resolving,
but I'm not really comfortable with the installer requesting resources
from somewhere without asking permission first. So what is the installer
trying to download from Sourceforge and why?
