Here is one approach that I've been using that may work
:
Use a DynamicForward to forward back to the same page, with the msgid as a dynamic parameter.
The msgid is the ID (name) of the localized resource.
I then use a "StatusPortlet", which checks for the msgid parameter.
For full-page data entry forms, I always put the Status Portlet directly above the data entry
form.
If it finds it, it display the error message along with an Warning Icon.
If it doesn't find the msgid param, it outputs nothing.
This approach can also solve the internationalization issue.

For a more generic approach (since I always put the Status Portlet on these non-customizable
data 
entry PSML forms), you may want to simply check for the message id inside of your VM file
for 
each data entry form.
