It's not a bug, the default binary war/jar that comes with jetspeed won't 
work "as it" with Oracle. It's built for use with Hypersonic SQL.
To make jetspeed work with Oracle, you have to download the src, change the two 
propertie files that are under build/torque to specify you want to build a 
oracle version.
Everything is written in the faq / doc and mailing list archive by the way.
