This release is an effort of the Apache Phoenix community, not Cloudera.

That's why they don't know (yet) about it. 

It's quite uncommon for an Apache project to support a vendor platform, but it was discussed and agreed in the development mailing list. I think that the PCM is also open to embrace support for other vendors (HDP,...) if someone else is open to active collaboration.
