At server side hbase-site.xml usually goes into hbaseroot/conf/ folder. So that when you start
the hbase daemon that path becomes part of your hbase classpath. So I think you can put it
somewhere else, as long as it gets picked up.

I tried to unzip the JDBC driver file phoenix-4.13.1-HBase-1.2-client.jar
and put in hbase-site.xml,
and it worked.

but can I put hbase-site.xml somewhere else, without changing the driver?
