I fixed it, it was due to "hbase.rootdir" in hbase-site.xml having
"hdfs://localhost:9000/hbase" instead "hdfs://my_hostname:9000/hbase"

I was struggling to find a docker image with Phoenix 4.10 so I decided to
make one, there it is for anyone who needs one
