Subject schema as a database?

Hi everybody,
I have one philosophical question about schema. Maybe I'm totally wrong on
it, but what I understood is in Phoenix, it's possible to create a schema
and corresponding name-space in hbase. 

Hbase documention describes a namespace as "a logical grouping of tables
analogous to a database in relation database systems". 

Thus, why it's not allow to Drop a schema when it contains tables as it's
possible in a classical database system?
