It's weird that the exception is still there.
is it possible for you to share following outputs.

1. scan 'SYSTEM.CATALOG',{RAW => true, STARTROW => "\x00SYSTEM\x00CATALOG\
x00", STOPROW => "\x00SYSTEM\x00CATALOG\x01"}
2. scan 'SYSTEM.SEQUENCE',{RAW => true}
3. from phoenix , select * from system.stats
where PHYSICAL_NAME='SYSTEM.CATALOG';
