Log:
New configuration directives
 - PerlConfigRequire
    Just like PerlRequire, but _always_ triggers an immediate
    interpreter startup
 - PerlPostConfigRequire
    A delayed form of PerlRequire, that waits until the post_config
    phase before require'ing files
