For local development, gradle will only build one version of the CLI (so
that the build is faster). In your case, it sounds like you want to build
more than just the GNU/Linux version. You can do that by running gradle
tools:cli:distDocker -P crossCompileCLI=true or download it from here:
https://github.com/apache/incubator-openwhisk-cli/releases.
