Maybe a CDATA-section for the literal helps?
In my environment I get it working by copying the variable value to the
partnerlink...
In your case it would be:

<bpws:literal><![CDATA[$http://localhost:18080/soap/chargesAir1ServiceProxy]]></bpws:literal>
