my current approach is to use nuget.targets inside of ICU.net package similar to how libgit2sharp
ships their NuGet package with native and managed components.
    
    @conniey - I have brought this branch over locally, and the Lucene.Net.Analysis.Common
project is not loading. It errors out with "The project requires user input. Reload the project
for more information."
    
    I reload the project, and get

    This error message is for the Lucene.Net.Portable.sln file, but Lucene.Net.sln has a similar
problem.
    
    I was thinking about finishing up the Collation functionality to answer the question whether
icu-dotnet will completely support its tests, and then submitting it to this branch (since
there is no corresponding dependency on master yet). But, I will need the Lucene.Net.Analysis.Common
project to be able to load and run tests before that can happen.
