This patch stubs out the NIOFSDirectory class and alters any necessary unit tests that were
dependent upon it.

I also found an issue within TestBufferedIndexInput after the NIOFSDirectory changes where
the base NUnit class (LuceneTestClass) was throwing an exception due to the call to NextRandom()
being performed twice in the same test... I found that not to be the case, but that the base
class field seed_init was not being reset to false between test runs which I  changed in the
LuceneTestClass.SetUp method.

I'm not overly familiar with NUnit (personally prefer and use VSTest) so if I incorrectly
interpreted what is going on please let me know.
