This is an error introduced via the JLCA (automated porting process) and stems from the use
of System.Collections.Hashtable in the role of java.util.HashSet.

SegmentMerger.AddIndexed() is passed a Hashtable as its 3rd argument, but treats it as if
it were a 1-dimensional collection (e.g., IList).
