Are you getting any error messages that you could pass on?
A couple of possibilities -
1.  I find that using backslash doesn't work for me.  You might try
2.  Also, I have WXP, and it doesn't let me write files directly to the
C drive like W2000 used to.  (This might be a local thing, maybe a setup
from my company's IT.)  So instead I make a folder and write the files
there:  c:/foo/debug_msgs.log.
