The following is my personal opinion.

Using RC's is a bad approach.  I don't like that podlings do it.  I understand why they do
it though, since they're not voting on their own release, if they miss something they have
to reroll.  

You have a few options though, delete the tag and rerun it is the easiest approach.  So why
not just call the release "7.0.0" from the beginning
