Subject Update on connection problems in tests.

I've been doing some additional debugging on the connection problems, and
I'm more convinced that it's Jetty.

I'm using WireShark to watch the packets on port 10001.  I'm running one of
the test in a loop (/testThirdPartyProxy/returnInt3dArray), and I can see
the request being sent but no reply.

The timed-out request is identical to the one that succeeded.  So something
is going on on the Jetty side.
