ivy.install.version should be resolved by ant to an actual version, like 1.4 or 1.4.1. And
in this case the redirection should work. 
The actual location is http://www.jaya.free.fr/downloads/ivy/1.4.1/ivy-1.4.1.jar if you want
to give it a try.

But I've done a quick test and it seems that there is a problem of a different nature: the
jar downloaded is ivy 1.4, and the build tries to find the antlib in org.apache.ivy, which
is only available with the not yet published version. So, do you really have a download problem
or something like that:
{{[taskdef] Could not load definitions from resource org/apache/ivy/ant/antlib.xml. It could
not be found.}}
