It's really going to depend on the details and intent. Basically just because it allowed doesn't
mean you should do to avoid other aspects of ASF policy on releases. These 3rd party releases
could also bring along with them an increased possible risk with licensing, security, user
confusion who owns the project, damage to the ASF brand and and a number of other issues.
They would also probably mean more work for the (P)PMC on managing it's brand.
